Plants vs. Zombies

The lawn string text codes in the PC version of the game contain names of three enemies that are never seen in the game: Dog Zombies, Walking Dog Zombies, and Propeller Zombies. The reason why they're not in the game is currently unknown.
Twisted Metal

Models for more vehicles, such as Twister, Spectre, Mr. Slam, Crazy 8, Yellow Jacket and Pit Viper were created for the game but not implemented due to the developers' choice to forgo DLC. These vehicles are not playable and cannot be accessed by any means.
Grand Theft Auto: Liberty City Stories

Attachment An unused HUD icon for a Ruger Autoloading Rifle can be found in the data of the PlayStation 2 version of the game. It was most likely cut early in development due to the unfinished state of the icon.
Spider-Man

Attachment There is an unused web item in the Game Boy Advance version of the game called the "Blind Web". When used, the screen flashes white and all of the enemies close to Spider-Man become immobilized in web.
Team Fortress 2

Attachment At the end of the "Meet the Soldier" trailer, there are only 8 heads on the fence. The only head that doesn't appear is the Scout's.

It isn't simply off the screen however, as the 8 heads are all part of a single model file, which shows that the partially obscured head in the video is that of the BLU Soldier.
Legoland

Unused text strings, sounds and graphics indicate that there was going to be an age-based difficulty system, similar to that of Lego Chess. This was probably removed due to time or space issues.
Knuckles' Chaotix

Attachment Mighty the Armadillo's sprite sheet is nearly identical to Sonic's sprite sheet from Sonic Crackers, a Genesis prototype game from which Knuckles Chaotix drew its elastic ring mechanic.

This has led fans to speculate that Sonic was originally intended to be in the game instead of Mighty, but was changed late in development. This, as well as the theory that Tails was also meant to be included, is backed up by other assets in the game, including Amy Rose being hidden in a sound test and Sonic and Tails appearing in the ending screen when the game is completed with all 7 Chaos Rings.
Grand Theft Auto: Liberty City Stories

Attachment The RC Goblin, a little toy copter from Vice City, was to return but was cut. It can still be spawned with trainers, but cannot be controlled.
Big Bass Fishing

Attachment The game's box art is reused concept artwork from the game Bass Hunter 64 for the Nintendo 64. The original artwork can be found during Bass Hunter 64's intro as a splash screen, however it features the Bass' mouth closed whilst the cover artwork of Big Bass Fishing has its mouth open.

Both games were published by Take-Two Interactive, though Bass Hunter 64 was developed by GearHead Entertainment and Big Bass Fishing was developed by Coresoft.

Attachment An unused Tear Gas weapon can be found in the game's files. Both the weapon's HUD icon and texture remain.
Trespasser

Attachment In the Jungle Road level, there is a Colt M1911A1 suspended high in the air, outside the bounds of the game. This gun is not used elsewhere in the game, although it was visible in pre-release screenshots.

It has no firing sound, has an unusually large ammo capacity, and does a large amount of damage. The flash uses a strange palette, and it is held sideways.
The Simpsons: Hit & Run

There are three audio tracks in the game's files that are labeled "land_of_choc_main", "land_of_choc_end_neg", and "land_of_choc_end_pos". "choc" most likely stands for chocolate, and while this song is played during one of the game's missions, it does not involve chocolate, and neither does any other mission or area of the game.

However, the song was later used in the introductory cutscene to the level "The Land of Chocolate" for The Simpsons Game.

Final Fantasy VI

Parts of Cyan's story were supposed to involve an extra character named Angela who was eventually cut from the game. She was a "big sister" archetype and had a take-charge, sultry attitude. She would often flirt with Cyan, who, considering his personality, would always overreact to her. It is unknown if she was an NPC or playable character, but she was probably planned to be playable as she had a whip as a weapon.
Equinox

Attachment In the game's data are several unused sprites. Along with these unused files is an unused room, 07-02, in the ghost ship. The room has no doorways.
Minecraft: Java Edition

There are quite a few base potions in the game's code that were left with no method to craft them in 1.9 beta pre-release 3. These potions include: Clear, Diffuse, Artless, Thin, Bungling, Suave, Smooth, Debonair, Charming, Refined, Cordial, Sparkling, Potent, Rank, Acrid, Gross, and Stinky.

While they can still be obtained using commands, they have no effect, and take the appearance of a water bottle.
Super Smash Bros. Brawl

An unused subaction and corresponding animation exist for Zero Suit Samus' Plasma Whip Side-B, labelled "SpecialSItemGet". There are also two other unused throwing animations for Samus labeled as "SpecialSThrowS" and "SpecialSThrowHi".

Presumably, the attack would originally have grabbed items from a distance and slung them away as a projectile, a function that would have been unique to the character. It may have been removed due to it interfering when players were attempting to hit another player with the whip.
Mega Turrican

Attachment In the game's data, there are unused sprites that appear to be Mario and Sonic frozen in carbonite in the same manner as Han Solo in Star Wars Episode V: The Empire Strikes Back. They were most likely to appear after the first mini-boss, according to screenshots previewing the game in the German magazine Amiga Games.
Super Smash Bros. Melee

Neither Roy nor Sheik appear as opponents or allies in Melee's Classic Mode (though Sheik can appear if Zelda transforms during battle). Ganondorf also cannot be fought, yet he can show up as an ally. Despite their absences, all three have their own intro poses programmed into the disc.
