James Bond 007: Tomorrow Never Dies

Attachment There are several unused loading screens in the game's data, including one that says "Multiplayer", indicating that the game was intended to have a multiplayer mode, which was cut for unknown reasons.
Shadow of the Colossus

Attachment There's an unused item in the game's code called The Eye of the Colossus. While semi-functional in the Preview version of the game, it was removed from the final game. It allows players to witness battles through the eyes of the Colossus they are fighting. It is, however, buggy and unfinished. Two pieces of unused text describing the item also remain within the game.
Wii Music

Attachment In the Japanese release, the NES controller instrument instead features the Famicom design. While this was changed for the international release, the graphics for the Famicom version remain in the game's data.
Paper Mario: The Thousand-Year Door

Attachment Whenever Mario falls into water, an up-scaled version of his arm texture graphic appears underneath the game area, outside the normal view of the camera. The same textures also appear during a cut scene in chapter 7 when Mario is sent to the moon.
Final Fight: Streetwise

Attachment Sodom and Poison were originally supposed to be in Final Fight: Streetwise. Art of the pair was featured in the comic that came with pre-orders of the game, but for some reason both characters were removed before the game's release.

Attachment There is an unused melee weapon in an early prototype version of the game called the Dinosaur Tooth. The weapon was still mentioned in the game's official strategy guide despite being removed.
Resident Evil 2

Attachment Resident Evil 2 was originally supposed to have another surviving member of RPD found in the game named Roy, also called DJ. He is the only known concept character who was not renamed, redesigned or replaced but scrapped altogether.
Shin Megami Tensei: Nocturne

In Shin Megami Tensei: Nocturne's "Vortex" prototype, character models for Maya Amano (from Persona 2: Eternal Punishment), Lisa Silverman (from Persona 2: Innocent Sin), Sid Davis (Devil Summoner), and Lucifer's design from Shin Megami Tensei II are present. In the final product, the first three characters are absent and Lucifer appears in two different designs.

Additionally, Lilith seems to have had an important role in the prototype, opening up a path for the protagonist. In the final cut, this doesn't happen and she is merely a normal enemy demon.
The Elder Scrolls V: Skyrim

Attachment By using console commands and editing the game's files to disable the game's boundaries, it is possible to travel outside of Skyrim's map. Going out far enough south, it's possible to find an untextured place-holder for the White-Gold Tower where the Imperial City should be, as well as the overall landscape of Cyrodiil around it.
Fallout: New Vegas

The Child at Heart perk from Fallout 3 was set to return to New Vegas, but was ultimately cut, most likely because there are very few children in the game. Unused dialogue can still be found within the game's audio files, however.
Bionic Commando: Elite Forces

Attachment Inside the game's files are graphics from the Game Boy Color remake of Crystalis, which was released 5 months after Elite Forces. From the images, it appears that the title logo for the Crystalis remake would have resembled the original NES version, but the title screen used in the final product is completely different.

The most likely reason for the presence of these images in an unrelated game is because both games were developed by the same Nintendo subsidiary: Nintendo Software Technology.

The Atari 7200 port contains text hidden in the game's coding, which reads "MOMMY AND ME ARE ONE." This text is a paraphrasing of a 1985 experiment on the effects of subliminal messages on the unconscious mind, where the phrase "Mommy and I are one" was allegedly effective at raising self-motivation.
Team Fortress 2

Attachment There is an unused texture for the voodoo-cursed Spy, which features his face stained with blood. The file itself appears to be used in-game, but because the alpha mask is completely transparent, the skeleton face below it shows through instead.

There are unused sounds for the Rescue Ranger. The sound names imply that at one point during development, the weapon was able to move buildings and to be charged to fire a (probably) more powerful shot. These abilities were presumably removed for balancing reasons.
Call of Duty: Modern Warfare 2

Attachment Unused coding and sound files remaining in the game show that at one time the MH-6 Little Bird was to be a pilotable killstreak reward, instead of just delivering care packages and appearing in the campaign.

It can be restored through modding the game, but is hard to pilot, and will clip through the terrain.
F.E.A.R.

Attachment During early development of the game, there was a second villain named Conrad Krieg, but he was removed from the final release. His personality and outfit were merged with the game's main villain, Paxton Fettel.
Mortal Kombat II

Attachment An unused graphic of the WWF logo can be found within the game's code. It's likely that it was meant for an advertisement that was scrapped.
Twisted Metal III

Attachment Darkside appears in Twisted Metal 3 as an unplayable boss, though he is playable with a cheat device. His special is similar to Minion, in that both shoot a freeze missile, except Darkside expels flame while Minion launches 3 missiles.
Twisted Metal 2

Attachment It was originally intended for Darkside to appear as a stage boss, but the truck was dropped from the game for unknown reasons. According to the first Twisted Metal game, Darkside would have been the first boss in the L.A. level. It would have had a flatbed for what would have been the only time in any of its appearances. It can still be seen in the background of the options menu.
