Digimon World

WereGarurumon was originally planned for the game and even had his own Digivolution item. All that remains through hacking is his name and Arena sprite.
Digimon World

Gigadramon and MetalEtemon both have digivolving items, though neither the items nor the Digimon can be obtained without the use of a cheat code. Panjyamon can also be obtained with a cheat code, though no digivolving item exists for him.
The Elder Scrolls V: Skyrim

Attachment In the games files there is an unused Pit or Arena Called "Windhelm Pit Entrance". Entering the Pit spawns 2 Argonians (Both Male), Nords, Dark Elves and Imperials NPCs, They are all called 'Pit Fans', who are supposed to be spectators. It is believed that Windhelm was going to have an arena at some point of development where you would face against animals or NPC Bandits. There are also Pit guards who are fully voiced, but they cannot be viewed during normal gameplay. The place can be viewed by entering the console commands "coc WindhelmPitEntrance" and "coc WindhelmPitExterior".
Luigi's Mansion

Attachment In earlier versions of Luigi's Mansion there was a timer on the HUD. According to Nintendo Power Magazine, this was because Luigi had only 24 hours to save Mario. It was never explained what happened if he failed, but fans have speculated that Mario, along with the Mansion, would have disappeared, or that Luigi would have been possessed. This speculation is based on leftover 'Ranking' files in the game's data. Three unused renders show Luigi holding a flower and looking depressed, him looking happy and making a peace sign, and another of him making two peace signs.
Secret of Mana

Attachment There are two unused items in the game's code. The first being a brownish orb which is named "?". Its animation is that of a curing item, but has no visible effects.

The second item is called "Ruby Armet". It is only equippable by Purim (the girl), and offers 46 magic defense and defense. The official Secret of Mana Guidebook still lists it as an available item, even giving it a price and concept art. It also includes this description:

重みを肩で支えることができる構造になっているため,力がなくても動きやすい中量級へルム。また中央にあしらわれた真紅のルビーは,炎のダメ一ジを軽減する効果をもっている。

Which translated says:

This is a midclass helm that does not take energy to move in easily because the structure is such that the weight is supported by the shoulders. Also, with the deep red ruby in its center, it reduces the effectiveness of flame damage attacks.
Banjo-Pilot

Attachment In an early build shown at Spaceworld, when it was still being developed as Diddy Kong Pilot, a number of Mario characters were shown to be playable at one point in the game. The characters were Mario, Peach, Yoshi, Wario, Bowser and Toad.
Crash Twinsanity

Attachment N. Trance was originally going to make an appearance in Crash Twinsanity in a cutscene in which Evil Crash eats his brain with a spoon "like an egg". The scene was scrapped because it was "a bit gross". The only trace of N.Trance left in Twinsanity is his concept art.
Super Mario World 2: Yoshi's Island

Attachment An unused monkey enemy can be found in the game's graphics. They look to be similar to Donkey Kong in the style of Yoshi's Island, including a barrel that would have presumably been thrown.
Atomic Bomberman

Inside the files of Atomic Bomberman, there are a lot of unused voice recordings of the actors of the game swearing and speaking vulgar lines in their characters' voices.
Diablo

The Butcher originally had a pre-rendered cinematic that would play when first encountered. It is left on the disk, but goes entirely unused.
Portal 2

Attachment An unused soundfile for the Announcer exists in Portal 2.
He says: "We will attempt to comply with these now non-existent agencies by playing some more smooth jazz."
No smooth jazz will play after that.

However, in the German version, the music can be heard.
Minecraft: Java Edition

Attachment In Minecraft Pocket Edition, there's an unused camera. If hacked into the player's inventory, it can be used to take pictures.
F-Zero GX

Attachment There are a number of unused 3D models found in the game's files. These are a flag, a pylon, a coin for the Casino Palace venue, and a GameCube Memory Card.
The Curse of Monkey Island

An entire song, a duet between Guybrush & Elaine called 'Plank of Love', was cut from the end credits.

The lyrics had been written, but the production team ran out of time to record it.
Final Fantasy X

Cloud's Buster Sword was originally intended for use by Tidus but was removed before the game was released. It is still in the game's code, though, and using hacking tools, it can be obtained and used in the final version.
Mass Effect 2

It appears that originally the player could recruit Thane, Tali, Samara or Legion a lot earlier in the game; possibly directly after the prologue like Miranda and Jacob. By using an editor tool to unlock them from the beginning of the game, players will discover that the four have extensive dialogue for virtually every mission in the game, including missions which must be complete before their official recruitment missions. Furthermore, there are some unique scenes should the player bring Legion in particular along onto certain missions, such as characters commenting on his presence.

Legion's presence also triggers an exclusive Paragon Interrupt during Tali's recruitment mission. Upon meeting Tali, she will notice Legion and immediately draw her gun, triggering a Paragon Interrupt prompt. If the player doesn't press it, she will open fire at Legion who will run for cover.
Sonic CD

Attachment When Sonic CD was being remade using Christian Whitehead's self-made engine, he wanted to include a new level called "Desert Dazzle". However, SEGA thought it was a bad idea to deviate from the original project. You can actually find a concept image with Christian's initials on it in the sound test by entering PCM:32|DA:8
Vampire: The Masquerade - Bloodlines

A multiplayer feature was originally meant to be included with the game but due to development time constraints, the feature was ultimately cut. Code for the feature was however left in the files of the game and have since been accessed through mods.
The Elder Scrolls: Arena

The Elder Scrolls: Arena was originally designed around arena battles, requiring your team to go from city to city becoming the champion in each of their arenas. During development, they decided to partially shift the focus away from the arena and eventually removed them from the game entirely.
