In the game's files for Mario Circuit is textures for Toads Kart and Toad himself, this suggests that Toads would of raced instead.

Whilst nice that someone was able to see what I had to say, the Mario Circuit stage is actually exclusive to the Wii U version.
I have come to notice there being some submissions mentioning version exclusive stuff or stuff that only applies to one of the versions featured on both pages as opposed to one or the other.
