After completing the game's story, talking to a Toad in front of the fountain in the Mushroom Kingdom reveals that Princess Peach brought back hats for every Toad from the Moon. Prior to completing the story, if you go to Yoshi's House via the Mushroom Kingdom painting in Luncheon Kingdom, looking out at the rest of the Mushroom Kingdom through the binoculars will reveal Toads that are currently hatless, as Peach has not yet returned from the Moon with hats. This is the only time in the game that hatless Toads can be seen.
