Luigi, Peach, Toad and Wario's voices were changed in the Western releases of the game from those used in the original Japanese version, which were already in English done by non-English speaking voice actors. It's thought that Nintendo of America felt the original voice clips did not properly represent the characters, or were simply of poor quality. However, the original Japanese voices were later used in the first two Mario Party games in the worldwide releases, as well as Mario Kart: Super Circuit.

Uncertain it is on if how Nintendo America found the Broken English voices is why they were changed, but it's strange how the developers did not know about Leslie Swan's involvement in Super Mario 64 as Peach when localised, and that it was always the plan for Charles Martinet to do both Mario and Luigi, since he actually did Luigi's voice way before Mario Kart 64 released anywhere in the world. One thing's for certain though that it would've always been the plan for Mario characters to speak English in all parts of the world, but hiring non-English speaking voice actors for half of the characters in Mario Kart 64?
