According to the series producer, Yosuke Hayashi, other Virtua Fighter characters were considered for guest characters in place of Jacky:

"With DoA5U we introduced Jacky into the series although some of the team here wanted to see Aoi or Eileen in the game instead. DoA already has a lot of female characters, and as I learned VF playing Jacky I thought he would be the perfect character to show the DoA fans just what VF is all about."

In the early version of the game, Leon was able to air throw an opponent into the bouncing walls and the flammable fuel tanks in 'The Show' and 'Fuel' stages, respectively, an infinite number of times, making him overpowered in these stages. This was patched in a later version.

The Desert stage was added as a fan requested stage with "uneven grounding, like the undulations of a desert". The stage itself is based on the Deserted City, Rub' al Khali level from Ninja Gaiden 3.
