The Flame Shield was originally intended to appear alongside the Aqua and Thunder Shields, but it was removed due to it being too similar to the Thunder Shield.

The Thunder and Flame Shields have actually had quite different functions in games that have them both, so I don't see how that could be a reason to leave one of them out of Sonic R, unless it's to do with the colour of the Thunder Shield in that game, which be a reddish orange as opposed to I think blue or white.
