In the eighth campaign level Delta Halo, two Kig-Yar Minor enemies wielding Plasma Rifles can be found at the end of the tank section of the level. This is the only instance in the game where enemy Kig-Yar Minors use Plasma Rifles.

Not many people count cutscene only levels as their own thing in the Halo series anyway, especially with Halo 2 where each mission that John 117 and Thel Vadam has is split into two levels.
None of that is true. Delta Halo is in fact the 8th level, and these enemies only spawn in a corridor just after a row of stationary shields at the end of the tank section.

It's actually the 7th level of the game. And the first part of a certain mission that gets split into two levels like all other levels.
